I agree that having a monopoly on violence is what ultimately matters in obtaining power. The treament received by a civilian for financial debt versus a government is an example of this. If you're the average citizen with a lot of debt, you're absolutely fucked. But governments, in particular America, can get away with this. Why?

Historically debts between governments have been solved through war. America has one of the strongest millitaries in the world, and we all know about how much it loves war. Other countries don't fuck with America and try to collect on its debt because of this. And like hell we'll ever get that sort of power.
