neocities hotcat is not a good search engine at all unless you want to find a certain topic such as FFXIV but it will give u vague results related to that topic "Meaning all sorts of things" . It's best to place it on the Tag sections.

Yeah practically speaking it's best at tag searching. If I were looking for something on neo I'd probably dork it on google like "site:neocities.org $QUERY". That returned a much more targeted list of sites relative to the query.
