update: turns out the issue was that i was using flexbox and uh... i guess flexbox doesn't give a shit about the page-break-inside property and decides to wrap around anyway?
begrudgingly trying out ubuntu again, this time with KDE instead of Gnome and... wow this is so much less ugly
